HPL Linpack 1.0.0

pts/hpl-1.0.0 - 06 March 2021 - Split HPL linpack test option out of HPCC (HPC Challenge) in seeing HPL saw a 2018 update and no hpcc updates seen recently. Mark for experimental for now while the HPL.dat auto generation continues to be improved upon.
