Radeon HD 6950 Power Mgmt

Radeon HD 6950 Cayman power testing of different Linux driver configurations. Testing for a future article on Phoronix.com by Michael Larabel with several GPUs. Swap buffer wait was disabled but color tiling was not forced due to issues with some GPUs and certain OpenGL workloads. There's also a system power monitoring problem with the WattsUp power meter so no AC Power results...
